What does an embassy do, and what does a consulate do?

The embassy handles relations between the two governments: politics, trade, culture, education and science. There is one per country, in the capital.

The consulate serves citizens: passports, civil registry, powers of attorney, military service, CPF and certificates. In Washington, that role belongs to the Consulate General, which covers the District of Columbia, North Carolina, Delaware, Kentucky, Maryland, Ohio, Virginia and West Virginia.

If you live in another state, neither the Embassy nor the Washington consulate is yours: jurisdiction goes by state.
