Brazilian voter registration abroad: all through TítuloNet
Overseas electoral services are through TítuloNet only, run by the TSE: the consulate does not handle them.

Registering, transferring or fixing a Brazilian voter registration while living in the United States does not go through the consulate. According to the Washington consulate, every electoral service for residents abroad is done through the Superior Electoral Court's TítuloNet, entirely remotely.

Your electoral status matters outside election time too: New York's passport list asks for the electoral clearance certificate, issued through the TSE's self-service.

The 2026 elections abroad

The consulates' electoral pages deal with the election for President. The first round was on 4 October 2026, and the second, if there is one, is on 25 October 2026, from 8 am to 5 pm local time, according to the electoral pages of San Francisco, Atlanta and Hartford.

Your polling place is the one shown in the e-Título app.

The 2026 elections abroad

San Francisco lists what to bring: an official Brazilian photo ID (RG, passport, printed work card with photo or the e-Título with photo), and an expired document may be accepted if it still identifies you.

If you did not vote

The justification goes straight to the electoral courts, through the e-Título app or the TSE justification website, and it is one per round. For 2026, San Francisco publishes the deadlines: 3 December 2026 for the first round and 8 January 2027 for the second.

Missing the first round does not stop you voting in the second.

And the warning that matters: three consecutive absences cancel the registration, according to the same page. Fines are paid to the electoral courts through e-Título, by PIX, card or bank slip.

The Washington consulate lists the channels of the overseas electoral office: the email eleitor.exterior@tre-df.jus.br and a WhatsApp number with a Brasília area code. That is where registration questions are answered, not at the consulate.

Where to vote and what is allowed on the day

Your polling place appears in the e-Título app, under «Onde votar» (where to vote), or on the TSE self-service site, as the Consulate in Boston points out.

In San Francisco, for example, every voter in the jurisdiction votes in the city itself, at the Merchants Exchange Building (465 California St., entrance at 46 Leidesdorff St.), near the Montgomery and Embarcadero BART stations.

The same San Francisco page sums up the rules for the day: a person with a disability or reduced mobility can be helped by someone of their choice, guide dogs are allowed, and preferences can be shown silently and individually, with a candidate's pin, sticker, flag or T-shirt.

Outside elections, e-Título also gives you the electronic voter card and the electoral clearance certificate, according to Washington, which also lists the overseas electoral office's phone help line, with Brasília numbers.

Justifications and fines, online

According to Washington, a justification can also be filed at justifica.tse.jus.br, and fines can be looked up and paid on the TSE website, with a bank slip generated there. The overseas electoral office's help line also answers on four Brasília mobile numbers, as well as WhatsApp.

 Three consecutive absences cancel the voter registration.
